Within 20 kilometers of the Gaza border fence, municipal veterinarians may act on unmarked dogs without waiting 10 days when they appear ownerless. Euthanasia is allowed after four days, or earlier if a dog is ill and suffering, until November 30, 2024 or the emergency ends, whichever comes first.
